Every year, noblemen in seven of the following categories
are being chosen: judiciary, the executive authority, legislature,
military and security, media, corruptions revealers, local
authorities, education and culture, academy, the supervising
authority and life work.
The quality of government noblemen indication is granted
to civilians, personas and institutes which in their conduct
and doing has set an example and contributed to the strength
of democracy and ethics in Israel.
Every citizen or organization that hasn’t been granted
with the indication in the past are valid and may be nominated
to receive it.
The “noblemen” are chosen by an external committee
in the leadership of a judge. This year, the committee
was led by the retired Supreme Court judge, Gabriel Bach.
The members of the committee are: Prof. Halil Abu Dalo,
Prof. Gabriela Shalev, Prof. Brachyahu Lifshitz, Dr. Martin
Vail, the formerly General Manager of the Ministry of Education
Shlomit Amihay and attorney Eliad Shraga. Attorney Michael
Parthem is the committee’s secretary.
Judiciary
The judge Dr. Mishael Heshin
The deputy to the president of the Supreme Court (retired)
In gratitude for an important contribution to the law and
the society in Israel with his non- compromising stands
for public incorruptibility. Threw all his years of service
in the Supreme Court, judge Heshin acted severely with
public chosen people who transgressed and by that supported
those who fought to exterminate the corruption affliction.
The verdicts he wrote and his public statements against
moral deterioration in the public sector have contributed
a lot to the progress of the law systems in Israel.
The executive authority
Dr. Yossi Bachar
General Manager of the Finance Ministry (formerly)
In gratitude for an exquisite contribution to the progress
of the economy and the society in Israel and to the improvement
of the public administration quality. Bachar's achievement
in protecting the consumers and improving the capital market's
competition, as well as his firm consistent stand in this
field, are appropriate to set an example and a role model
to all the public servants.
Legislature
Parliament member Prof. Arie Eldad
In gratitude for an important contribution to the strength
of the law control and the quality of government in Israel.
Parliament Member Eldad is an example to a combination
of public activity along with ethical standards and incorruptibility.
Military and Security
Major General in reserve duty Doron Almog
In gratitude for a unique contribution, both in his military service
and his civil life, to the defense of the weak and the hopeless and to
the strength of Israel’s quality of government and society. In the
aftermath of the second Lebanon war, Almog stood in the head of the
integration committee of the kidnapping affair of the two reserve unit
soldiers: Goldwasser and Regev by the Hezbollah organization. In his
resolutions he demonstrated courage, decisiveness and integrity and
didn’t evade personal conclusions towards those responsible.

in the public administration, to the denunciation of public

In gratitude for a remarkable contribution to the restraint
of severe corruption expressions in Israel’s police
while risking paying a heavy personal price for it. Efraim
Erlich is fit to set an example to the public servants
who reveal injustice and corruption deeds in their working
place and act with consistency and courage in order to
foil it.
Dr. Chen Kugel
Deputy manager of the Pathology Institute (formerly)
In gratitude for a remarkable devotion to the professional
ethics, for corruptions and falsifications reveal, and
for a fearless battle against the tryouts of actors in
the government authority to hide and cover up evidences.
Dr. Chen Kugel was a role model to the public servants
who reveal defilement and corruption in the managing systems.
