The department of economics and research was founded in order to stop this moral deterioration. It safeguards country assets from improper use by monitoring trends and thwarting dirty deals. This department is a watchdog on national budget management, with a special focus on equality and transparency in the education budget. The department identifies issues that require action according to MQG objectives. It then makes a primary assessment and suggests a course of action.

 Public Complaints Department      

The movement’s “Righteousness Hotline” acts as a watchdog with an educational aspect. Any citizen who encounters immoral governmental behavior can call to report it and request assistance.
The “Righteousness Hotline” is a unique project, staffed by law students from the Hebrew University of Jerusalem, Herzeliya Interdisciplinary Center, College of Management in Rishon-Le-Zion, and Sha’arei Mishpat College in Hod Hasharon. They work with members of the movement’s legal staff and lawyer volunteers.

  •  Administrating and regularly updating the Movements website
  • Administrating the “Quality of Government” Forums on various websites.
  • Publishing various petitions on the internet
  • Editing and publishing the movement’s online newsletter “Behind you”
  • Editing and publishing the Movement’s online newsletter “Pillar of Fire”
  • Appearances at home seminars across the country to explain the goals and ideas of the MQG.
  • Creating the movement’s “Identity Card” and other informational material.

Civic Involvement

The administration department is responsible for civil activities and volunteer organization nationwide. The movement strives to increase civilian involvement in all sectors of Israeli society. Department activities focus on increasing public involvement in issues of quality of government, reinforcing the rule of law and battling corruption. The department also strives to establish a civilian force that will have influence over the behavior of government institutions and public figures in Israel.
 
Department Goals:
  • Manage existing committees and appoint new ones.
  • Manage the movement’s agencies (forums?)
  • Recruit new members and raising money through donations
  • Provide a nationwide infrastructure for volunteer operations
  • Organize people for protest activities of various types and scales.
  • Provide a logistical infrastructure for protest activities
  • Establish a communication system to communicate with members and activists.
  • Organize events

Member Recruitment
The current state of affairs in Israel comprises corruption, unethical practices, lack of budget transparency, and cronyism. These are the grounds for the existence of an organization such as the MQG. It requires wide public support, and neutral financial backing. For this purpose, the member recruitment department was established in 2004.
This department is responsible for:
  • Recruiting new members, and keeping them involved over time.
  • Constant contact and service to members, updating them on relevant issues, and referring them to the various other departments.
  • New member registration and follow up.
  • Establishment of new recruitment channels:  Telephone recruitment center, online petitions, communication with the general public, definition of recruitment motifs.

Civilians act for change!

The movement was established in March 1990, by a group of civilians who were angered by “The Dirty Trick” affair and grew tired of the degenerate norms of government. After the fall of Yitzhak Shamir’s unity government, members of a certain party changed sides in return for certain guarantees and “grants”.
A law student at the time, current chairman of the MQG attorney Elad Shraga decided to act. He began a personal battle against corruption in Israel, starting with a hunger strike in front of the president’s residence, putting up protest signs and recruiting many others to his cause. He received surprisingly strong support from the public, as well as a great deal of exposure on the media. Within days, his personal protest became a national one, and it gradually grew to become what is known today as the “Movement for Quality of Government in Israel”.
The movement believes that public corruption and the malignant affliction of crony capitalism pose an existential threat. Even great empires have fallen, not after defeat by their enemies, but after moral deterioration that made them crumble from within. The lack of personal accountability and the appalling personal example set by elected officials and executives has a negative effect on national resilience and discourages citizens from tax payment, voluntary army service, and careers in the public sector.
The MQG works under the assumption that the general public is moral, and only the leadership is corrupted. We believe that we must denounce and try to prevent governmental corruption using the legitimate means we have at our disposal in our democratic society: legal action and public activism. We must raise public awareness of the citizens’ ability to help fight corruption and of the power that the public has to condemn and prevent immoral government behaviors. Our power as a movement is the democratic power held by the citizens, whether it is the right to take legal action or the right to civilian organization. Thus, the main idea behind the establishment of the movement is to inform the people, and change the ethical climate in organizations, institutions and the Israeli society in general. We must act to instill a sense of responsibility in elected officials and civil servants, and make sure they remember that they are representatives or the people and must act responsibility and honestly. These actions will constitute the basis of renewed trust between the citizen, elected officials and civil servants.
The aspiration of the MQG is to create a powerful civilian force that will counter the anti-democratic and illegal forces, and an encouraging atmosphere that will support officials and institutions that promote integrity and carry out their job honestly and responsibly.
Our goal is to serve as the “watchdog of democracy”:  Criticism of officials by civilians must be expressed constantly, and unacceptable governmental norms must be denounced. Adherence to the rule of law is a guiding principle for us. Our demand for transparency is not limited to coalition agreements – it extends to the behavior of every official, organization or public institution. Instilling ethical standards in civil servants, protection of those who expose corruption and raising of public awareness to these phenomena of improper behavior are only part of the movement’s activities.
The movement relies today on tens of thousands of members and supporters, and is an apolitical civilian organization. The movement focuses on the struggle against corruption and the demand for public integrity. We believe that nationwide activism goes hand in hand with legal action, and that only a combination of the two has the power to bring about significant changes in governmental systems, decision making processes, resource allocation, election of officials and quality of service to the citizens.

The Knights of Quality of Government
Every year, the movement honors a group of people who have exhibited exemplary behavior and greatly contributed to the fortification of the Israeli democracy. These are moral and brave guardians of integrity, who bring forth the rarely-witnessed good side of Israeli society. They often make great sacrifices great and risk their careers. These individuals set a personal example for righteous behavior - may there be many more like them among us.

Corruption Revealers

‘Corruption revealers’ are individuals who expose corruption at their workplace. This is a display of great personal courage and willingness to pay a heavy price for justice.  They are often continuously harassed by the offenders and their associates. If the MQG finds circumstantial evidence tying the harassment to the disclosure, it will assist these people with legal guidance and if necessary, provide legal representation at its expense.

Residents of Regional councils
The movement has recently been focusing its efforts on a municipal project, in Arab regional councils. Through legal action and media publications, the movement has succeeded in raising awareness and demand for proper conduct and integrity. With assistance from volunteers, the movement has also established several municipal monitoring teams, which work closely with our legal department.
This project serves not only as a deterrent and early warning center for corruption at municipal councils, but also as an epicenter of increased civilian involvement, caring and dedication regarding issues of quality of government and quality of life for the local residents.

Youth
Young adults registered as Quality of Government cadets are involved in our activities and are our representatives in their everyday environment. They take part in the effort to improve society and report conduct they deem to be inappropriate. 
Any person taking action to change the current reality for the better, regardless of age, profession or social status, greatly contributes to the process of turning our cities, society and country into a better place.

Our many thousands of members and supporters provide a strong financial and civilian home front for our activities. These citizens believe in action, and don’t just sit at home and complain about the grim situation. They greatly contribute to the struggle for change in the Israeli society. 25 thousand civilians have joined our petition to the High Court of Justice demanding the abolition of Tal’s Law!
Throughout our 20 years of existence, hundreds of thousands of citizens and members have joined us in protests, petitions, and the continual struggle for the improvement of the governmental culture in Israel - a struggle that requires many human and financial resources!
